brought into force at any time by proclamation by the

Governor and by like proclamation could be suspended

at any time.

As this appeared to be so much in point in

regard to the Hong Kong Ordinance I have obtained the

papers on which the Straits Settlements Amendment

Ordinance was sent home in order to see why it was

passed. It will be observed that the Attorney General

states in his report that it is not necessary that the

ordinance should be in continual operation, but that

at any particular time the desired information should

be forthcoming.

The Straits Ordinance of 1933 was based on a

F.M.S. Ox Enactment of 1921, i.e. of early post-

war vintage. Further it was subsequently amended

SO as to come into force or be suspended by

proclamation. In view of the present suspicion

of any system of compulsory service in peace time

I think it would be well to adopt a similar

provision in H.K. It will be a convenience, for I

much doubt whether public opinion would be

sufficiently enthusiastic to maintain a useful

register at all times.
